State Police Investigate Hingham Cop
State Police are reviewing 911 tapes made by the 17-year-old son of a veteran Hingham Police commander who accused his father of threatening him at gunpoint after an argument this month – a story we first reported here.
Last night state police troopers met with Hingham Police Chief Taylor Mills to review investigative reports and the 911 tapes regarding Lt. Kris Phillips, who is accused of “racking a bullet,” into his service weapon and pointing it at his teen son.
Mills told Boston last week that Phillips has been suspended pending the results of a Department of Social Services investigation. Mills’ secretary, Lynne Phillips, is married to the accused cop and is the teen’s step-mother. She too has been placed on administrative duty after the Boston story ran, two law enforcement sources said.
DSS spokesman Juan Martinez said the investigation into the gunpoint incident is ongoing.
The incident took place on March 22, after Phillips finished a police detail and picked up his son at a friend’s house. The alleged armed threat took place in the car, and the teen called 911 from his home that night.
Mills insisted that the case was not “cut and dry,” but could not explain why there were no arrests made, which is the standard for most police officers accused of a domestic violence incident.
Phillips was furious after he was questioned by state police at the Hingham stationhouse, a police source said, and stormed out screeching: “I’m going to sue everyone.”

What a stiff this guy is. He should look in the mirror and ask himself why this all came about. And who is he going to sue, himself for being a terrible father? He is definitely unstable and not someone who should be a leader in the department let alone, and God forbid, ever carrying a gun again.
Glad to see his wife was finally put on leave as well. The fact that she is the Chief’s secretary while the department is conducting an investigation into his actions absolustely reeked of conflict of interest if not an even more serious coverup.
I hope Chief Mills finally takes a look at officer Phillips other inappropriate activities that I posted on the blog page for the initial story. Phillips is bad news and is long overdue for being called to task for all of his underhanded and inappropriate actions that he uses his badge to hide behind. He is a genuine scoundrel and someone who should not be in uniform.

I’m sure the troopers were impressed with his reaction to this investigation! Maybe now they will look a lot closer and find the things that have not been addressed. Its time for charges to be filed and how this guy could return to active duty and continue to supervise others, is beyond me. Everyone has the right to a “fair trial” and I’m sure the son is no angel, but this does not look good at all. With DSS under fire for many screw ups in the past, I can’t imagine that they will let something of this magnitude be swept under the rug. If this is all a bunch of crap from the son, then the court and the state will determine that, but from what has been said about this officer, it doesn’t appear he has many friends. Lets just hope for the child’s sake, the right thing is done here.

it’s about time this bum is under the microscope. From what I hear, he’s nothing but a punk and a bully…just ask his subordinates how they’ve been treated…threats, intimidation etc,etc….maybe this wouldn’t have happened at all if he had stayed on his detail until the scheduled ending time..oh wait, thats a story for another day!

The “Bad Lieutenant” rooked elderly people into selling him family firearms at cut-rate, larcenous prices…then resold them for a huge profit. Larceny? Deceit? Scamming the elderly? A whole new investigation should unfold. These gun sales are all recorded. Good job, Chief Mills! Right on top of things as usual.

Wompatuck State security person who found you and your girlfriend(at the time). Every one knows about that, don’t they! That is everyone but the public who pays you. You scared the poor kid at the park with your uniform and badge so much that he would not
testify when it was being investigated. Similar to this investigation, Yes. By the time the reports are done the kid you traumatised will not speak up. UNDER THE RUG ! You are free again. And yes, I do hear everyone under your control at the HPD is afraid to speak up. Inside information,at your service with the Chief’s Sec.. Come on Chief fire him. You know what he is like by now.No secret, all your employees hate him because he lies and has no morals.
