Massachusetts is Absolutely Terrible At Trying to Keep Tobacco Out of Kids’ Hands. Despite getting a huge chunk of change every year from the massive 1998 tobacco settlement, the state is spending just $4.2 million a year on tobacco-prevention programs — or 4.6% of what the CDC says we should be spending, which puts us behind 34 other states (more than half the country!).
